The Navy's top commander in Hampton Roads, Adm. John C. Harvey, said Tuesday that he sees serious arguments for not keeping all East Coast nuclear-powered aircraft carriers in Hampton Roads but stopped short of endorsing moving a carrier to Mayport, Fla. Harvey, who heads the Norfolk-based Fleet Forces Command, said the recent earthquake in Haiti shows how one unforeseen event can have a broad, dramatic effect.
